HERFON's journey began in 2001 as the Change Agents Programme (CAP), fostering healthcare reform in Nigeria. After CAP's closure in 2004, HERFON emerged to sustain and expand this mission. Over two decades, HERFON excelled in advocacy, stakeholder capacity building, partnerships, and evidence-based policy support. Notably, HERFON played a key role in enacting the National Health Act in 2014..

Strategic Objectives

To develop a critical mass of like-minded, determined and principled men and women who are committed to change in the Nigerian health sector

To actively advocate for reforms using the health sector as an entry point for overall national reform and development

To contribute to efforts geared towards mobilization of resources needed to support the health sector reform process in Nigeria

To establish links with professional Groups associated with health in order to facilitate and advocate reform

To create a forum for sustained interaction among Change agents

To monitor the reform process and health performance with a view to ensuring realization of desired goals

To generate evidences necessary to influence health sector reform efforts in Nigeria

To serve as an ombudsman and Observatory for the Nigerian Health Sector Reform and to publish annual review

To serve as an independent monitor, reference resource and clearing house for health reform in Nigeria.

A coalition brainpower of 36 states' civil society organizations, collaborates with media, corporations, and government to enact vital health reforms.

Excel in advocacy with access to health sector decision-makers. We engage political leaders, administrators, NGOs, civil society, and the media for reform.

Capacity Building

Initiated as CAP in 2001, builds Nigerian healthcare capacity and drives reform with key influencers, administrators, and international partnerships.

Evidence Generation

HERFON backs advocacy with robust evidence, producing Nigeria Health Review, policy briefs, IEC materials, and scorecards for healthcare reform.
